In most areas of the country there are no minimum qualifications to be a nail technician. However, in 30 of the London boroughs you must be licensed by the local authority before you can practise. Minimum qualifications for licensing vary. Some authorities will accept any nationally recognised qualification; others insist on an NVQ/SVQ. It is likely that licensing regulations will spread to other parts of the country. Look in your local FE college prospectus for NVQ's in Beauty Therapy etc and I'm sure you'll find nail qualifications.
